These chapters are respectively titled: ‘’A Tangle of Genocides,’’ in which the author touches the history of conflicts in the Great Lakes region, noting that the 1994 Rwandan genocide had tragic repercussions in Congo; ‘’RDF Under the Mask of M23’’ where it is shown that M23 is merely an instrument of the Rwandan army, using mercenaries to conceal aggression, with the author analysing successive rebellions (AFDL, RCD, CNDP, M23) as facades for Rwandan infiltration, highlighting the international support Rwanda receives; ‘’The Capitulation of Sun City,’’ which addresses the Sun City agreements, intended to bring peace, but which were a capitulation for the DRC, allowing Rwanda to maintain its influence and control over strategic areas of the country. In this chapter, the author criticizes the artlessness of Congolese leaders who incorporated rebels into the government, thereby weakening the state apparatus.
Antelope Diplomacy
Next: ‘’The Limits of Antelope Diplomacy,’’ which highlights criticism of diplomatic efforts that have not led to lasting peace, focusing on the DRC’s inability to deal with foreign interference; ‘’A Total War,’’ which calls for a general mobilization of the Congolese population to confront Rwandan aggression; ‘’Dissolve the FARDC,’’ which is an appeal for the dissolution of the Armed Forces of the Democratic Republic of the Congo (FARDC); ‘’The Multi-Task All-Terrain Hybrid Gendarmerie (GH/MT-TT)’’: a proposal for the creation of a new elite unit; finally ‘’Mobilization and Resilience,’’ which emphasizes the importance of mobilizing the Congolese diaspora and encouraging community resistance.
A methodical approach by the author which aims, according to the preface of this book, beyond a mere historical retrospective, at deeping analysis of the mechanisms of betrayal, infiltration, and the challenges that the defense apparatus of the DR CONGO must face.

What about the author of the book entitled: ‘’Strategy to End Military Aggressions in DR CONGO, M23, A Conflict More’’, ‘’Africa of Defense and Security’’? Dipa Tshibamba Guylain is a writer and recognized expert in strategy and institutional communication, with a career built on a solid academic background and 14 years of professional experience in the service of public interest and institutional innovation. He is a graduate of the College of Advanced Studies in Strategy and Defense (CHESD).
Holder of a bachelor’s degree in Biology-Chemistry (2004) and a diploma in Information and Communication Sciences from IFASIC (2010), he completed his studies with a certification in crisis management and administration in Paris (2018), thereby strengthening his leadership in strategic and media-related matters.
His career began in journalism, then he moved into institutional communication, becoming a media manager and Head of Project at the CMCTTCG group, leading major campaigns both in the DRC and in the Republic of Congo.
In 2020, he founded ‘’Icônes Agence de Communication 360°’’, managing large-scale events such as the swearing-in of President Félix Tshisekedi, the 21st SADC summit, international conferences, and the official visit of President Emmanuel Macron. And that’s not all.
